Photography ideas: Showing Conflict - no DSLR needed

Many times I have come across photos that are beautiful, good to look at but there is something missing especially when it comes to making it interesting as far as a good story is concerned. It's the conflict.
When I say conflict, it could mean something as simple as I show below:
This is a sign on the street, that I pass by frequently. It is so bold that it is one of it's kind at least in the nearby areas. You just cannot miss it. This picture was taken from my mobile phone, and as you can see this exposure has some details of the surroundings. The "Strictly No Parking" - stands out. The background color, the size of the font are so in your face.

However, 3 to 4 times out of 10 I do notice this (please see pic below)

A conflict. This is what makes the photo interesting. You always do not need a high end DSLR to capture moments like these, a mobile camera should also be enough
